Summary 0000184: Restart Nagios loops when Nagios is not running but lockfile exists
Description if nagios chrash and the "restart Nagios" command will be send again, the website loads and loads. You have to kill the connection on the Webserver.

 added timeout for fopen command by using ini_set command. fixed in SVN 670.
